M.Si, Sekdes Sahri yang sekaligus sebagai pembawa acara beserta staf desa, Ketua TP. PKK Hj. Yanti Apendi, Babinmas Dodi, Sekcam Heri Risnandar, Kasipem Drs. Suharsono, Kasibang Jaimin, Upt. Puskesmas Cibeuteung Udik, Ajat Sudrajat, Kasatpol PP Sutarjo, Abdul Rosyid, Uji, Eka, Hawin, Upt. BLKB, Upt. Pendidikan, para Kepala Sekolah se Desa Babakan, TPID, para Ketua Rt, Ketua Rw, Kadus, kader Paud/Posyandu, serta para undangan lainnya.
Pada awal acara sambutan diberikan oleh Kepala Desa H. Apendi SE. MS.i , mengucapkan rasa terima kasih kepada seluruh undangan yang hadir, karena nantinya akan didengar seluruh usulan-usulan yang diajukan oleh para ketua Rt dan yang lainnya. Namun kepala desa mengatakan pengusulan akan dipertimbangkan dengan cara skala prioritas.
Kemudian disusul oleh sambutan dari Sekretaris Camat Ciseeng yang belum lama bertugas Heri Risnandar, awalnya memperkenalkan diri kepada seluruh hadirin yang memenuhi aula kantor Desa Babakan. Ia juga memberikan pengarahan-pengarahan mengenai rapat musyawarah rencana pembangunan Desa Babakan Tahun 2019.
Ajat Sudrajat mewakili Upt. Pukesmas Cibeuteung Udik, memberikan informasi masalah kesehatan, rencana kepindahan Puskesmas Cibeuteung Udik serta Staf desa Atma Wijaya memberi penjelasan mengenai evaluasi RKP Th. 2019, pembangunan yang telah dan belum dilaksanakan.
